Why Is the Hulk Described as "The Strongest There Is"?
The Hulk is repeatedly described within Marvel Comics as "the strongest one there is" — and within the purely physical tier, that is broadly accurate. His strength scales with his rage and has no theoretical upper limit within the B tier. World Breaker Hulk, his most powerful form, generates enough force to shatter a planet simply by walking.
The important distinction is that physical strength has diminishing returns when facing characters who operate at the level of reality manipulation or cosmic energy. Scarlet Witch does not need to be stronger than the Hulk to defeat him — she can simply rewrite the laws of physics around him, or remove his powers entirely, as she has done to entire populations of mutants. The Hulk is unequalled at what he does. What he does, however, has limits that S-tier characters do not share.
Thanos without the Infinity Gauntlet is a B-tier powerhouse — enormously strong, highly durable and exceptionally intelligent. With all six Infinity Stones in place, he temporarily becomes one of the most powerful beings in the Marvel universe, capable of wiping out half of all life with a single action. The critical distinction is that the power belongs to the Stones, not to Thanos himself. Wanda Maximoff is the most debated character in Marvel power discussions. In the comics she famously rewrote the entire Marvel universe in House of M — replacing it with a reality where mutants were the dominant species — before erasing the powers of most mutants globally with three words: "No more mutants." That is objectively one of the most powerful acts ever performed in Marvel Comics canon.
The controversy comes from severe inconsistency. Wanda has also been written as a character who struggles against opponents several tiers below her theoretical ceiling, who makes critical errors under pressure and who is frequently portrayed as emotionally unstable. Her power output depends almost entirely on the writer. Some runs treat her as S-tier; others have her losing fights she should be ending in seconds. Her canon ceiling is near the very top of the Marvel universe. Her floor is far lower than that ceiling would suggest it should be.
